Canarias Stratoport para HAPS

 

A stratoport is a defined area for the integration, testing and operation (take-off, landing, certification, testing, maintenance and shipment of applications, etc. of high-altitude pseudo-satellite platforms and UAV4 (Unmanages Aircrfat Vehicules).

On March 27, 2019, it was formalized Letter of Intent between the European Space Agency and the Technology Park of Fuerteventura SA, MP, in order to develop the observation program, innovation and intelligent management of Canarias Geo Innovation 2030 medium and the implementation of a Stratoport for High Altitude PseudoSatellites (HAPS) in Canary Islands.

 

Consequently, the procedures to carry out a feasibility study and, where appropriate, to prepare the URD document (User Requeriments Document or document of technical requirements) for the development of a Stratoport for HAPS (High Altitude Platforms Pseudosatellites) have been initiated. ) in the Technology Park of Fuerteventura that serves as a reference and technical basis for its construction.

Scope of the study

The tasks to be carried out, in general, are divided into two Phases: the first dedicated to the feasibility study of the site and the second to the development of the URD document (User Requeriments Document)

The study of the feasibility of the location of the area of the Technology Park of Fuerteventura for the implementation of a Stratoport for HAPS (High Altitude Platforms Pseudosatellites), will take into account several sections

    • 1. Meteorology and stratospheric conditions, which includes, among others:
      • a. Meteorology on site (on ground)
      • b. Air density
      • c. Temperature
      • d. Pressure according to altitude level (from the ground)
      • e. Cloud Roof
      • f. Humidity
    • 2. The airspace, including among others:
      • a. Structuring analysis of space and air traffic on the site.
      • b. Traffic analysis of Fuerteventura Airport and Lanzarote Airport, as well as overflights.
      • c. Identification of uncontrolled airports in the area in the direction of the wind
    • 3. Analysis of the site and its security, which include, among others:
      • a. Study of the terrain of the site
      • b. Easy access to the site, with special attention to access from the Commercial Port of Puerto del Rosario and from the International Airport of Fuerteventura
      • c. Analysis of geographical conditions and local obstacles (mountains, windmills, power lines, populations, etc.) and identification of risks.
      • d. Elaboration of detailed plan of the necessary general location, and of plane of with the access roads and traffic and truck circulation areas
    • 4. An environmental study
      • a. Initial environmental study of the site and take-off and landing trajectories
      • b. Study of protected flora and fauna
      • c. Identification of environmentally sensitive areas that affect the site and / or operation d. Identification of legislation, agencies and procedures to be performed for environmental authorization that corresponds to the development of the Stratoport and its associated operation.
    • 5. Legal, fiscal, urban and socioeconomic analysis
      • a. Tax advantages of the territory of the site
      • b. Identification of the main applicable legislation (labor, urban, etc.)
      • c. Identification of possible public resources applicable to the project d. Availability of skilled local labor force
    • 6. Main conclusions of the feasibility study and recommendations that allow the decision of the URD document to be decided in a reasoned manner.
